Gordon Brown's final tax ‘cut' when he was Chancellor is now finally starting to take effect. But when he cut the basic rate of income tax to 20%, he also removed the starting 10 pence rate - which had been brought in to protect low earners. Up to 5 million people could now be worse off as a result.
